Agenda Item:
FREEDOM OF THE PRESS AND JOURNALIST PROTECTION WORLD WIDE
Informations
Journalists today face an unprecedented level of risk, with press freedom declining at
alarming rates across the globe. According to the 2023 World Press Freedom Index,
more than half of the countries surveyed are deemed unsafe for journalists, with 21%
classified as
“difficult” and 11% in a
“
very serious” situation. In conflict zones like
Ukraine, Gaza, and Sudan, journalists are targeted with impunity, resulting in 95
journalist deaths in 2023 during the Israel-Gaza conflict alone—the highest death
toll recorded by the Committee to Protect Journalists (CPJ) in over three decades.
Beyond physical threats, journalists are also subjected to online abuse, hacking, and
cyber surveillance, disproportionately affecting female journalists. Authoritarian
regimes weaponize anti-press laws and national security rhetoric to censor media
and suppress dissent. Meanwhile, misinformation and disinformation campaigns
undermine trust in legitimate journalism, creating an urgent need to address the
systemic and technological challenges facing the press.
The global community must act decisively to protect journalists and defend press
freedom as a fundamental human right. The United Nations Human Rights Council
(UNHRC) has taken steps through resolutions such as 45/18, urging states to combat
impunity and uphold international obligations to protect journalists. The UN Plan of
Action on the Safety of Journalists and the Issue of Impunity provides a framework
to strengthen legal protections, enhance accountability, and ensure the safety of
media workers in high-risk environments. However, more needs to be done.
Governments must reform restrictive laws, promote digital security for journalists,
and counter disinformation effectively. International organizations and advocacy
groups, including UNESCO, Reporters Without Borders (RSF), and the CPJ, play a
critical role in fostering collaborative efforts to safeguard press freedom. Immediate
action is needed to protect journalists and reaffirm their role as defenders of
democracy, ensuring that societies remain informed, transparent, and accountable
in the face of global challenges.
